China Social security fund reaches record high



China State Councilor Hua Jianmin on Thursday called for tighter management of social security funds for safe investment returns.

The National Council for Social Security Funds (SSF) had successfully expanded the value of China's social security fund and generated safe investment returns since its establishment in 2000, said Hua, also Secretary General of the State Council.

The SSF should make further efforts to regulate operations and strengthen risk management, he told the 2008 Pension Fund International Seminar in Suzhou, Jiangsu Province.

China's social security fund (SSF) has seen its assets increase sevenfold in the last six years to exceed 70 billion U.S. dollars by the end of 2007.

The assets of the fund, which has been governed by a national council since 2000, were less than 10 billion U.S. dollars at the end of 2001, Council Chairman Dai Xianglong said at the 2008 Pension Fund International Seminar held on Thursday in Suzhou, Jiangsu Province.

"The management of the fund has been improved substantially for the past eight years and return on investment has been relatively good under proper risk control," said Dai, adding that the annual investment yields on average were more than 11 percent.

The assets mainly came from cash injections from government and capital and equity assets acquired from offloading state-owned shares.

However, the fund is still far from needed. Wang Zongmin, vice-chairman of the council, said in 2006 that the fund assets had to reach 2 trillion yuan (282 billion U.S. dollars) so that its proceeds could patch up the gap of pension funds in the same year.

The SSF began to invest overseas in late 2006 for more investment channels and lower risks. Its yield scored 29 percent in 2006.

Under the interim regulations, overseas investment should account for no more than 20 percent of the total managed by the council.

Yao Gang, vice-chairman of the China Securities Regulatory Commission (CSRC), told the seminar the CSRC would continue to raise the proportion of the social security and insurance funds that can be invested in the equity markets.

A report issued by the securities regulator in January noted that, by the end of 2007, the social security fund only invests 0.81 percent of the total mainland market.

"Institutional investors like insurers, social security funds and corporate annuity saw insufficient investment in the stock market. Compared with developed markets, China's Pension system still lags behind," said the report.

Typically I do a quote of the day on Friday...but today I shot a wedding and it rained almost all day long. So...instead of a quote...this is a personal reflection for the day!


Sometimes you have to look for indoor shots with lots of natural light, sometimes you look for outdoor shots under over-hangs...and other times you just have to buy a bunch of cheap umbrellas and get creative.

Karl Lagerfeld unveiled a Chanel woman for the 21st century on Friday to a front row filled with A-list stars Mary-Kate and Ashley Olsen, Kanye West and Claudia Schiffer.


In a spectacular setting in the Grand Palais, the maestro of French fashion who has already shown his own label collection this week, transformed the catwalk into a fairground with a giant carousel as the centerpiece.


But in the place of fairground horses there were Chanel's signature details -- quilted handbags, camellias and pearls.


Lagerfeld, who sent models down the catwalk in a sleek, modern variations of Chanel's traditional suit, said he decided to put the house's historical motifs on to the carousel so he could play more freely with the clothes.


"The basis of Chanel is still very French, we had all the symbols typical of Chanel: the camellia, the buttons, the pearls, the handbag, everything. But in the show there was almost nothing, just one small handbag, because fashion has to change," Lagerfeld told Reuters Television after the show.


Like his own name collection shown earlier this week, Lagerfeld chose a restrained, largely monochrome palette for fall 2008, but played with length and texture.


Slimline long skirts -- emerging as a trend for next season after making appearances in New York and Milan -- also played a part, in Chanel's signature woven weave set off with dress coats that were short in the front but fell long in the back.


The back-to-front contrast was a theme down the model's two-tone hosiery which was white at the front and black behind.


Overall, it was savvily commercial. Accessories played a big part with belts on almost every skirt suit and clunky-heeled shoes so high some models had difficulty walking.
At the end of the show, the carousel started to turn and Lagerfeld himself appeared, impenetrable in his dark glasses and high white collar, to lead the models out.

Jennifer Lopez twins names Emme and Max


Movie and recording star Jennifer Lopez and her husband, salsa singer Marc Anthony, have named their newborn twins Max and Emme, her manager told People magazine's Web site on Friday.


The brother and sister -- the first children born to the 38-year-old actress -- were delivered about 10 minutes apart last Friday at a Long Island hospital.


Emme, weighing 5.7 pounds (2.6 kg), arrived first at about 12 minutes past midnight, and Max was born at 12:23 a.m., tipping the scales at 6 pounds even (2.7 kg), Lopez's manager, Simon Fields, confirmed to People.com.


Lopez and Anthony, who has a daughter and two sons from two previous relationships, married in 2004. It is her third marriage. The couple starred together last year in "El Cantante," a film about salsa legend Hector Lavoe.
